Performance Management Analyst
Major Responsibilities

Under the general direction of the Chief Information Officer (CIO), the Performance Management Analyst functions with a great deal of independence interacting with senior level staff of the Mayor’s Office of Information (MOIT).  The incumbent exercises strong performance management and strategic skills to develop and implement projects and processes.   The incumbent will be responsible for the following projects:

  1. Directing and managing the performance management program in MOIT and leading the development to achieve better performance, which results in, increased efficiencies and costs savings.  Directing and managing the enhancement of CitiStat into an electronic and automated performance management system.
  1. Conducting and overseeing the data analysis and review of the MOIT Stat process.


Performance Management Program

Performance management encompasses the development, coordination, reporting and analysis of key performance metrics through the organization.  These metrics provide valuable management information including an interpretation of technical performance in relation to the agency’s organizational and business goals.  They are a basis for developing both tactical improvement projects and strategic goals.  The incumbent will develop from scratch and manage the Performance Management Program for M, which consists of working with all business units across the agency to develop performance metric baselines and targets. These performance metrics are then measured in monthly operational scorecards and dashboards and quarterly strategic scorecards and dashboards. The results are analyzed on a continuous basis and recommendations provided to senior management on where to improve inefficient processes.

Illustrative duties include, but are not limited to, the following:

  1. Develops, implements, and modifies as necessary a framework through which to implement the performance management program.  This framework includes repeatable processes to perform measurements, conduct analysis, provide recommendations, establish benchmarks, develop scorecards, and track performance.
  1. Identifies key personnel from throughout the MOIT and establishes teams representing agency business units and/or functional responsibilities.  Facilitates collaboration between and among teams when there are interdependencies in operational performance.

  2. Leads teams in identifying key performance indicators including, but not limited to financial, customer service and internal business process indicators.  Ensures those indicators have a valid correlation to and are aligned with MOIT’s organizational and business performance and goals.
  1. Develops or leads teams in developing benchmarks or desired performance targets for indicators.  Ensures that benchmarks incorporate or reflect customer agency’s business and technical needs and have a valid correlation to MOIT’s business goals.
  1. Develops scorecards of key performance indicators as well as methods to collect data.  Ensures that there are clear procedures, data definitions and reporting guidelines for data collection.
  1. Directs or conducts the analysis of key performance indicators either individually or in conjunction with other internal or external audit data.  Manages or conducts feasibility studies and/or cost benefit analyses.
  1. Recommends or manages the development of performance improvement recommendations.  Ensures recommendations are consistent with MOIT policies and agenda including enterprise architecture.
  1. Participates in strategic planning to determine how and where to best focus the agency’s resources and efforts to achieve performance improvements.
  1. Develops processes for assessing the success of implemented performance improvement measures and for continuous improvement processes.
  1. Coordinates performance measurement activities with the IT Governance process, portfolio and project management and other overarching MOIT policies and processes.

  • BA/BS preferred, but not required
